Congratulating

When another player announces that they have gained a level, you can
congratulate them with the gratz command as follows:

Jeran announces, 'Level!'

> gratz jeran

You congratulate Jeran for a job well done.

Please do not congratulate a player for a level more than once.  If you do,
the odds are you will lose your ability to use this command.

You can also use this command to turn on or off if you see when other people
are congratulated.  Note:  Even if this is off, when people congratulate you,
you will see it.

> gratz off

You will no longer hear other people when they congratulate for levels.

> gratz on

You will now hear other people when they congratulate for levels.

The same effect can be achieved using the toggle command.
