With the new casks changes you just implemented, its had a random type of affect. There are NPC's ranging from 1-110 (level) that ARE able to still use theirs. However, there are also players 1-110 (levels) that CAN'T use theirs. Was this meant? Or a bug?

Well.. we're not really sure. At first, it seemed as if it would only work for lower level players (1-50 or 1-99). However, some level 110 players can use them, some 110 players can't. So right now it's like a random roll of who's works and who's doesn't.
